State Quota (85%) is handled by KEA — only Karnataka domicile candidates. All India Quota (15%) is via MCC — any Indian state candidate.
Yes. NRI/OCI students apply via the college's NRI cell. Foreign nationals also need NEET qualification + AIU equivalency. See /admissions#international.
